Blackpool Safeguarding Adult Board

The Safeguarding Adults Board is a group of multi-agency organisations who meet to discuss and monitor how to protect vulnerable people with the view to keeping them safe.  BSAB has a strategic role that is greater than the sum of the operational duties of the core partners.  It oversees and leads adult safeguarding across the locality and takes an interest in a range of matters that contribute to the prevention of abuse and neglect.

The members ensure that all of the agencies involved have effective safeguarding policies and procedures, making sure that organisation's work together in the best way possible to protect adults who may be at risk of harm, neglect or abuse.

The Care Act 2014 requires Safeguarding Adults Board to:

  • Publish a strategic plan
  • Publish and annual report
  • Undertake Safeguarding Adult Reviews

Strategic Plan

The strategic plan sets out the vision and strategic aims for the 2023-2026 period and details how we will work as a partnership to keep people free from abuse and neglect.

Safeguarding Adult Reviews

A Safeguarding Adult Review (SAR) takes place following the death or serious injury of an adult as a result of harm, abuse or neglect. The review looks at whether partner agencies could have worked more effectively to protect the adult.

Board members

An Independent chair provides leadership and strategic vision ensuring the BSAB operates effectively, fulfilling its statutory responsibilities to safeguard adults with care and support needs and exercises its functions as set out in relevant legislation and guidance.  The Chair and BSAB is supported by a Business Manager; Workforce Development & Audit Coordinator; and Business Support Officers.

Membership is made up of representatives from the following agencies:

Governance

The Board reports into a joint Executive Group for Safeguarding Children, Vulnerable Adults and Communities.  The work of BSAB is supported by three Strategic Delivery Groups that oversee and enable the deliver of the strategic plan and supporting business plan, as set out below.
